You won't be able to buy every skill from just any trainer, but this unlock pack does unlock every skill it says it should on your account. So you can tome any of those skills now that they're unlocked.

A skill unlock pack works like this.

Purchase the Core Skill Unlock Pack.
All the Core skills in the game become unlocked for you account, this includes Elites
These skills will be available for your PVE characters to buy from skill trainers in various outposts, your PVP characters, and your heroes. You can also use tomes to acquire the skills on your pve characters.
This works the same with any skill unlock pack.

Edit: Just to make sure, Elite skills can be only be captured in the game or learned by an ELITE skill tome. You won't find them from skill trainers.

Have fun

Even though the skills are unlocked, you do not automatically get them. Unless it is for your heroes, that is. If it is for your own, you only get those that belong to your primary and secondary profession and you will have to go to the skill trainer, use tome or play a plat to buy it.

One advantage of buying it is that you unlocked it for your heroes. But frankly, if you have played through most of the 4 games and have most outposts opened, it will not be that hard to get the skills anymore. I have been thinking of buying it too. What is stopping me is that to get all the skills, you have to pay for all the packs.

1: The other thing about the unlock packs:

Core - skills that are common to Prophecies, Factions and Nightfall, and none of the skills unique to any campaign or any of the eotn skills

The other unlock packs unlock only the skills that are unique to their individual campaigns and none of the skills in the core pack.

And as said above, they unlock the skills for PvP and your heroes and make the skills available via tomes. I bought them when they first launched at half price but yeah as Kojima said, it shouldn't be too hard to travel around and pick them up when you play through the game.

2: The mercenary hero packs allow you to set your lvl 20 characters, in their present armor/costumes as a hero for use by your other characters. They can then use the skills unlocked on the account but they can only use weapons available to the character who uses them as a hero.

So you'll have a lvl 20 hero in your armour, with your assigned name but you need to arm them and provide armour upgrades etc just like you do with a regular hero

My wife and I, when we started fresh with Nightfall, ended up buying the Prophecies Skill Pack. We used the skills to round out our heroes, and both Elites we wanted for our builds (Spiteful Spirit and Warrior's Endurance) were in there.

Tbh without it, I'm not sure if we'd have finished Nightfall without help, it can get pretty hard in parts for new players.

e: I was simultaneously levelling up a Ritualist in Factions to unlock a load of the Ritualist skills I wanted for my main character's Heroes too
